Henry Wood, a Quaker from Lancashire, founded the city in 1683 after being jailed for practicing his faith and sailing to the new world in search of religious freedom; Woodbury bears his name. Local Native Americans reportedly called the site Piscozackasing, or “place of the black burrs,” before his arrival. Woodbury incorporated as a borough in 1854 and reincorporated as a city in 1871, and in 1787 a fossil bone recovered there was examined by the American Philosophical Society in Philadelphia, decades before dinosaurs were recognized as a distinct group of reptiles.
In the 1970s, then-councilman and later mayor Donald P. Sanderson pushed Woodbury to become the first city in the country to require recycling, an ordinance finally passed in 1980 after the idea of towing a recycling trailer behind trash trucks took hold; Sanderson was later asked to speak about the program elsewhere. The Broad Street Historic District, including the Gloucester County Courthouse, preserves much of the city’s older commercial core along Broad and Delaware Streets.
A county seat this old, founded directly by a Quaker settler rather than splitting off from a larger township generations later, holds a correspondingly early layer of material — colonial and early federal coin and hardware from Broad Street’s oldest lots, beneath the Victorian and twentieth-century pieces every county seat accumulates as its courthouse and downtown grow up around it.
